- CELL PHONES AND SERVICE FOR ARKANSAS, LOUISIANA, AND MISSISSIPPI FOR 5 MONTHS WITH 2 OPTION YEARS. THIS IS REQUIREMENT FOR 5 MONTHS ( 1 MAY THROUGH 30 SEPTEMBER 2003) PLUS TWO (2) OPTION YEARS PENDING AVAILABILITY OF FUNDS. DESCRIPTION AND REQUIREMENTS: (CLIN 1) Cellular Telephones (90 each) and service for 5 months (1 April through 30 September 2003) plus two (2) Option Years pending availability of funds for Fiscal Year 2004 (1 October 2003 through 30 September 2004) and Fiscal Year 2004 (1 October 2004 through 30 September 2005); ONLY ONE DETAILED BILLING EACH MONTH ON ONE BILL to include; 75,000 Minute Pool Plan (Peak), ALL Any Time Minutes, Unlimited Off-Peak Minutes, CD-ROM Billing or Web-Access Billing; Local Numbers for 3-State Area (Mississippi, Louisiana and Arkansas); coverage area to include the United States; Free Roaming; Free Long Distance; Free Nation-wide Cellular to Cellular with No Restrictions; Free Voice-Mail; Free Caller ID; Free Numeric Paging; Free Phones, Hands-Free Headset, Leather Case or Belt-Clip, Wall Charger and Car Charger; Tax Exemption; Dedicated Account Representative; Net 30 Billing; Total monthly cost breakdown (spreadsheet); Include any possible Discounts on Monthly Service. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and FAR 52.222-41, Service Contract Act of 1965, as amended (May 1989). The Department of Labor?s Wage Determination applies to applicable service labor categories. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Parts 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-13, March 2003. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. All line items will be awarded on a single purchase order. Interested offerors are requested to submit a quotation on this requirement to: 314th Contracting Squadron, 642 Thomas Avenue, Little Rock AFB AR 72099-4971 or FAX to: (501) 987-8119. Contractor must be registered in the Central Contractor Registration (CCR) (website: http://www.ccr.gov/) or by calling and registering prior to receiving award: (888) 352-9333. Contractor/vendor will submit a completed copy of the FAR Part 52.212-3, Offeror Representations and Certifications?Commercial Items (April 2002). Quote must be received no later than by close of business, 4:00 PM CST, and may be received by FAX or e-mail to Points of Contracts as listed on this notice not later than this notice?s response date. Contract Terms and Conditions for Commercial Items, FAR Part 52.212-4 applies to this acquisition, Contract Terms and Conditions Required to Implement Status or Executive Orders for Commercial Items, FAR Part 52.212-5 applies to this acquisition. FAR Part 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) is incorporated by reference. Business size standard: in accordance with the Small Business Administration; the Standard Industrial Code (SIC) is: 4812, Wireless Communication and the North American Industry Classification System (NAICS) is: 513322 Cellular Telephone Communication Carriers. FAR Part 52.212-1, Instructions of Offerors for Commercial Items, and FAR Part 52.212-2, Evaluation for Commercial Items, apply to this solicitation and will be used to evaluate items as consistent with below stated description of requirements. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Government reserves the right to evaluate technical compliance/delivery capability and make a best value decision. This could result in award to other than the lowest price offer.
