Description

The Federal Highway Administration (FHWA) has a requirement for non-personal support services for the Geometric Design Laboratory to support the Office of Research and Development. The objective of this contract is to provide the technical support services necessary to carry out the mission of the Geometric Design Laboratory. The contractor shall provide services for the operation of the laboratory at Turner-Fairbank Highway Research Center in McLean, Virginia. The laboratory also supports coordination of Interactive Highway Safety Design Model (IHSDM) with related tools, including the FHWA Safety Analyst and the Transportation Research Board Highway Safety Manual, and with other members of the IHSDM team (including the IHSDM software development contractor, other contractors who have worked or are working for FHWA on IHSDM and other related research and development efforts, vendors of related commercial software packages, Transportation Research Board and other related professional society committees, and IHSDM users). The FHWA anticipates awarding a Cost-Plus-Fixed-Fee, IDIQ, Option Year (with a 12 months base period of performance with four (4) one (1) year options). This requirement is considered 100% 8(A) set-aside pursuant to a NAICS code 54171. The incumbent contractor is A/E Group, 181 East Main St., Westminster, MD, 21157 under Contract No. DTFH61-98-Z-00070. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://www.eps.gov under the EPS for Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Interested parties can register at the aforementioned site to receive procurement announcements by email. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the EPS website for any solicitation amendments. All responsible sources are encouraged to submit an offer.
