THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON RESPONSES RECEIVED FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE, NAICS CODE 541710, WITH A SIZE STANDARD OF 500 EMPLOYEES. The Division of Extramural Activities (DEA), The National Institutes of Allergy and Infectious Diseases (NIAID), NIH, DHHS is seeking contractors interested in providing support to the NIAID mission to stimulate research toward discovery and testing of prototype vaccines and prevention interventions for the acquired immunodeficiency syndrome (AIDS). The contractor shall obtain HIV and related viruses from a variety of sources, including the UNAIDS Network and the HIV Vaccine Trials Network (HVTN). They will genetically clone and sequence genomic fragments or full-length genomes and analyze these sequences. They will generate reagents for AIDS research, including functional viral genes, infectious proviruses, and chemically synthesized genes. All reagents and genetic sequence information will be made available to the research community. The contract will: (1) clone, amplify, sequence, and evaluate HIV genomes from diverse isolates derived from around the world; and (2) provide valuable information and genetic clones to vaccine companies and the research community to accelerate vaccine research and development. The contracted laboratory will develop and utilize state-of-the-art methodology to genetically clone, sequence, and analyze full-length genomes or subgenomic fragments of various isolates of HIV-1 and lentiviruses. For reagent generation, methods will be used to ensure that the cloned viral genes are functional. Generation of clones for vaccine development requires that genes be synthesized with optimized codons for expression in human cells. The contract will chemically synthesize customized genes and clone into expression vectors. Pseudotyped virus or pseudovirion particles expressing HIV env will be made for binding and infectivity studies in cell culture. All reagents generated by this contract are made available through the NIH AIDS Research and Reference Reagent Program. All genetic sequences are provided to the NIAID-funded HIV database at Los Alamos for compilation, analysis, and dissemination to the research community. At the direction of the Project Officer, this contractor will collaborate with other NIAID grantees and contractors to construct additional viral genetic products, vectors, and reagents, such as recombinant viruses, for vaccines and cellular immunology studies. This contract has been and continues to be an integral part of the UNAIDS Network for Virus Isolation and Characterization. Submitting any other specific or pertinent information pertaining to this particular area of procurement that would enhance our consideration and evaluation is permitted. Responses from small businesses are encouraged. Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit two (2) copies of their capability statement, addressing the areas above. Capability statements must identify the business status of the organization (i.e. educational institution, non-profit, large business, small business, 8 (a), or other corporate or non-corporate entity).
