Description
This announcement constitutes a Sources Sought Synopsis. Responses to this publication are solicited to identify qualified sources. Qualified sources which have the interest and ability to provide (1) an accurate, reliable, and practicable system of food tracking that will facilitate industry?s compliance with their traceability obligations under the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (PL 107-188) and enhance FDA?s ability to trace foods through the entire food chain, especially when food is suspected/implicated as a vehicle for the transmission of food bourne hazards, is found to be contaminated with human pathogens or toxins at some point in the food chain, or is involved in criminal or terrorist event. (?a copy of PL 107-188 is available on the Internet at http://www/thomas.gov ?); (2) accurate, reliable, and practical tools for identifying likely sources, food vehicles, and hazards involved in poorly characterized adverse health events during early stages of investigations. The aim of the project for the Food and Drug Administration (FDA) is to develop systems and tools to facilitate a rapid and effective response by government and industry to an intentional or unintentional food safety emergency so illness, death, and economic impact are minimized. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) and does not commit the Government to award a contract now or in the future. No RFP is available at this time. Sources may submit their capability statement to the address shown in this paragraph by 11:00 a.m. on April 29, 2003. The North American Industrial Classification Systems (NAICS) code is 514199 and the size standard is $5.0 million in average annual receipts for the previous three (3) years. This synopsis seeks to identify the interest from potential 8(a) contractors and small business concerns to develop a Food Sources Identification and Tracking System that will facilitate a rapid and effective response by government and industry to unforeseen hazards in the food supply with investigations, trace backs, and removal of contaminated food from consumer access. Contractors expressing an interest should identify their capabilities in providing such services by submission of a capability statement to the address shown below. Capability statements should include a description of the organization?s experience. Interested contractors shall provide (1) an outline of specific work previously performed, or being performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement; and (3) any other specific and pertinent information as it pertains to this Sources Sought Notice that would enhance our consideration and evaluation of the information submitted. Responses must reference Request for Information (RFI) number 223-03-2488 and include the following: (1) name and address of firm, (2) type of business, (3) two points of contact: name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS code, (6) contractor?s capabilities statement, providing the information stated above, (7) list of customers covering the past 3 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number.
