Description
The National Institute of Standards and Technology, intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with Purdue University, West Lafayette, Indiana, for engineering analysis of the multizone analysis methods implemented through CONTAM and Computational Fluid Dynamics. CONTAM, a multi-zone airflow and contaminant dispersal model, is widely used to compute indoor airflow and contaminant transport in buildings for a variety of applications related to energy use, indoor air quality and most recently building safety. The model defines each space in a building as a single control volume. Simplified Computational Fluid Dynamics (CFD0) is a powerful tool that can be used to determine airflow and contaminant concentrations within those spaces where CONTAM would not function well. Specific tasks include: (1) Development of engineering analysis approaches that couple CONTAMX (the calculation engine within CONTAM) analysis and CFD analysis using an existing, simplified CFD program in which the output from one becomes the input to the other. These coupled approaches shall address flow and pressure data exchange and other engineering issues. (2) Testing of coupling approaches in terms of accuracy, execution time and numerical stability. (3) Documentation of the coupling approaches developed and the results of the evaluations. (4) Recommending multiple approaches for implementing at least one of the coupling approaches within the CONTAMW version 2.0 interface. The proposed contractor?s principal investigator, Dr. Qingyan Chen, is a Professor of Mechanical Engineering and an expert in building airflow theory and analysis. He is familiar with the CONTAM approach developed at NIST and is the developer of CFD0, a simplified CFD analysis tool to be used in the research. His research topics include computations and measurements of airflows in and around buildings (indoor and outdoor environment), building ventilation systems, indoor air quality, building energy analysis, research in turbulent flow and heat transfer. He is recipient of awards from ASHRAE and the US National Science Foundation. He was elected to the International Academy of Indoor Air Sciences. This notice of intent is not a request for competition; no solicitation is available, however, interested parties may express, in writing, their interest and document their bona fide capability to fulfill the requirement. Such information must be received prior to the closing date and time of April 29, 2003, 2 PM EST and will be reviewed solely to determine if it is necessary to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
