- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions and clauses incorporated in this RFQ are those in effect through Federal Acquisition Circular 2001-12. The USDA ? Forest Service is preparing to issue an order for two (2) Message Director Signs to be used for highway use, informing motorist of road conditions, and other conditions, which will affect driving. The following are requirements for the message directors. (1) Three line message capability for numeric and/or alphabetic messages. (2) Be approved for highway use, (3) Have Solar panels which can be tilted,(TILTING IS NOT REQUIRED) (4) Must be programmable so message can be changed for different situations, (5) Each message director must be trailer mounted and equipped with all necessary accessories for proper operation. The signs shall be delivered to FOB Destination: Mogollon Rim Ranger District, HC31, Happy Jack, AZ 86024. Delivery time period is 40 days after notification of award. There is no loading docks or other off loading equipment available at destination point. Vendor is responsible for cost of any off loading. Vendor is required to contact Candy Millener 24 hours prior to delivery (928) 477-2255. The manufacturer shall provide its standard commercial warranty. Provision 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. There are no addenda to this provision. Provision 52.212-2, Evaluation - Commercial Items does not apply to this acquisition. The offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; The clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items applies and includes the following clauses: 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-1, Buy American Act ? Balance of Payments Program ? Supplies (41 U.S.C. 10a-10d); 52.225-13, Restriction on Certain Foreign Purchases; 52.225-15, Sanctioned European Union Country End Products (E.O. 12849) and 52.232-34, Payment by Electronic Funds Transfer - Other Than Central Contractor Registration. The proposed contract is 100% set aside for small business concerns.
