- CEC Program (Corporate Exigency Contract) Laboratory Product Lines Reagents, Clinical Diagnostics Materiels and Laboratory Supplies: The Government is soliciting interest from manufacturers of Laboratory Clinical/Diagnostics products. The majority of the items are testing agents and are used in support of clinical analyzers currently located and used by DoD medical facilities. The items are used to perform chemical/blood diagnostics on patient samples. During times of contingency, manufacturer's 'safety' stock may be inadequate to cover increased customer demands. The Defense Supply Center Philadelphia's CEC Program contracts with manufacturers to obtain guaranteed access to designated items in specific quantities, that have been identified by the Services as 'critical' in times of contingency. Contingency support not only includes DoD wartime medical materiel requirements, but also humanitarian, emergency relief and other DoD directed response efforts. By partnering with Industry manufacturers, DSCP will obtain guaranteed access to 'safety' stock or increased stockage levels, that are maintained in the contract quantities, managed and rotated with the contractor's commercial items. The Government pays the contractor a fee for managing the government accessed materiel as well as all program requirements. The resulting contract also will serve as on ordering instrument, under which the Services can place delivery orders for the awarded items in support of contingency operations. The DSCP recognizes the unique characteristics and challenges related to providing contingency support to DoD customers of laboratory testing products, to include shelf life and possible 'lot number' materiel issues and welcomes the opportunity for discussions with industry.
