Description
The Government intends to procure on a Full and Open Competition basis, Bulk Gaseous Helium, Type 1, Grade A, IAW MIL-PRF-27407B, NSN 9135-00-890-2011, 85,879MC, and associated services for three regions covering the entire Continental United States (CONUS). One or up to three contract awards (one for each region) could be awarded as a result of this commercial acquisition. The award(s) will be a five-year, fixed price with economic price adjustment, requirements type contract. The contract ordering period(s) will be a straight five years from 03 June 2003 through 02 June 2008. Offerors must have the capability to support bulk requirements. The majority of the product will be delivered FOB Origin into Government furnished trailers. The estimated yearly quantities for FOB Origin are 19,593MC (Thousand Cubic Feet) for first year of the contract, and 20,756 MC, 16,570MC, 15,735MC, and 13,225MC in years Two through Five respectively, for a five-year total of 85,879MC. In case Government trailers are not available, the solicitation will also have line items for FOB Destination Mileage Charges and Rental of Contractor Trailers for delivery of product FOB Destination in contractor-furnished trailers for delivery into Government-customer storage tanks. The number of loads for FOB Destination is estimated at ten loads for each year of the contract for a five-year total of 50 loads. Deliveries will be to three service region areas (East, Central and West) outlined in the solicitation. The solicitation will also contain line items for associated services such as Purging of Cylinder Tubes and Delay and Standby Time. The anticipated award date for up to three contracts (one for each region) will be 21 May 2003. Only written, emailed, or faxed requests for solicitation received directly from the requestor are acceptable. The subject solicitation, to be issued on or about 7 April 2003, will be posted to FedBizOpps web page (www.fedbizopps.gov) and via the World Wide Web at the Defense Energy Support Center home page (www.desc.dla.mil). When the solicitation is posted to the homepage, a notice will be sent to all firms on the mailing list. If you do not have Internet, a hard copy of the solicitation may be requested. Offers should be submitted, in writing, to the address stated above. E-mail (.PDF files) or facsimile offers will be accepted, but should be submitted by the closing time and followed up by hard copy. All responsible sources may submit a proposal, which shall be considered by the agency.
