Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the United States Air Force plans to offer the privatization of the electrical, natural gas, water and wastewater infrastructure systems at Columbus Air Force Base, Mississippi. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility system(s). The successful firm will be required to provide expansions to the system(s) to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system(s). The Contractor shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. Past performance information from potential Offerors shall be submitted as directed in the RFP. The utility systems being privatized are described as follows: Installation: Columbus Air Force Base, Mississippi. System Descriptions: Electric, Natural Gas, Water and Wastewater. The base size is about 4,410 acres. This includes 170 buildings and 412 family housing units. The off-base sites are about 1,080 acres total in size. The electrical distribution system is a 13,200 volt distribution system consisting of five distribution feeders. The capacity of the utility owned supply substation is 30 MVA, base peak demand is approximately 10 MVA with an approximate annual consumption rate of 43,000,000 kwh. Primary overhead distribution is approximately 300,000 linear feet. Primary underground distribution is approximately 135,000 linear feet. Residential usage is approximated to be 25% and commercial/industrial usage is approximately 75%. The natural gas distribution system is approximately 150,270 linear feet of plastic pipe with diameters ranging from ? inches to 4?. The current system was installed during the period from 1995 through 1996. The system does not include a cathodic protection system. Natural Gas is delivered to the base via a 4? steel main at 75psig. The delivery pressure is reduced by government owned regulators to 20 psig. The natural gas system has an annual consumption rate of 90,912MCF. The water distribution system has a daily usage rate of approximately 0.45 million gallons per day (mgd). The primary distribution channel consists of approximately 78,150 linear feet of ductile iron and PVC water mains. Piping ranges up to 16-inch and includes 222 fire hydrants. The water pumping station, completed in 1999, includes a 50,000 gallon underground clearwell, and three vertical turbine pumps, each rated at 500 gpm, 82 psi, 40 Hp. A small well serves the off-base site of Shuqualak. The wastewater collection system is a gravity system with an approximate flow rate of 0.35 mgd. The wastewater system consists of approximately 180,054 linear feet of pipe (vitrified clay, asbestos cement, and PVC) with sizes ranging from 4-inch through 12-inch pipe. The wastewater system also includes four sewage lift stations. A septic system serves the off-base site of Shuqualak. See Note 26. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
