Description
NA Defense Threat Reduction Agency (DTRA), Department of Defense (DoD), Albuquerque, NM, is soliciting Capabilities Statements from qualified sources interested in and capable of providing support to maintain and expand educational and training capabilities a t the Defense Nuclear Weapons School (DNWS) at Kirtland AFB, New Mexico. Presently we are conducting market research to determine the best approach. The issuance of the request for proposal (RFP) is anticipated to be second quarter Fiscal Year 2002, and p erformance will begin first quarter of Fiscal Year 2003. The estimated total value of the proposed effort is $6,000,000.00. The DNWS presently provides 15 different courses of instruction, maintaining its unique role as the nuclear core competency educators and accident response trainers, and DNWS is expanding curriculum to include all other Weapons of Mass Destruction (WMD) (b iological, chemical, radiological, and conventional high explosives). The proposed effort, but not all inclusive, will entail: (1) Providing instructional technology advice and assistance to the DNWS. The support will include research, test, and evaluation of new instructional technologies for widespread use. (2) Developing and using state-of-the art multimedia materials to support the development of DNWS education and training and providing expertise and technical support to assist DNWS personnel in seamless integration of various multimedia methodologies in c lassroom and mobile training team course offerings. (3) Providing support in delivering courses and presentations using distance-learning technologies to include video teletraining. (4) Working with the Government to acquire and operate all multimedia hardware and software used in support of DNWS courses. (5) Providing instructors with expertise across the WMD spectrum to DNWS and able to provide a resources database of qualified instructors with expertise across the WMD spectrum that can be contacted on an as-needed basis. (6) Supporting the DNWS with curriculum review and assist in updating existing courses. Performing periodic reviews of Defense Threat Reduction Agency (DTRA) mission-related curricula, courses and other means of transferring and maintaining WMD operational expertise. We request industry comment on this effort by providing answers to the following questions: a. Do you have access to subject matter experts on weapons of mass destruction (WMD) (including nuclear) response, Federal response plan, nuclear weapons (how they work, blast/thermal, minor physics, etc,), WMD proliferation, theater nuclear operations, a nd curriculum development/maintenance? b. Can you provide subject matter expertise on conventional explosives for widespread lethality? c. What contractual method produces the most incentive and least risk and cost to the Government? Do you have alternate approaches to suggest? Do you have other contractual vehicles already established which may be utilized by DoD? d. Do you have experience in development and maintenance/update of web sites? e. Can you provide web-based training? f. Do you have experience developing products using virtual reality? g. Can you provide computer-based training products? h. Do you have experience in using and maintaining multimedia equipment? i. Can you train personnel on how to use and maintain multimedia equipment? j. Can you train personnel on how to integrate multimedia equipment? k. Does your company have a SECRET clearance? If not, does your company have the resources to get a SECRET clearance? l. Will there be a problem with where the DNWS is located (i.e., Albuquerque, NM)? m. Do you have the logistics to assist in the organizing conferences, symposiums, or other like activities? n. What information do you need from the Government to produce a successful and minimal risk proposal? o. To what level of detail should all offerors be requ ired to demonstrate competency? p. What is the breadth of skills necessary to successfully execute this effort? r. What specific performance, schedule, and cost risks are associated with this effort? s. Please provide recommendations on ways to maximize small and small disadvantages business (etc.) participation. t. Please comment on any other aspect of this effort. The applicable North American Industry Classification System (NAICS) code is 61171—Educational Support Services; the applicable size standard is $5.0 million. Clearly state whether your firm is large; small; a very small business; or 8(a) in relation to t his NAICS code and size standard. All sources interested in and capable of providing these services are asked to provide Capabilities Statements. The Capabilities Statements should include: name and address of firm, size of business (express the averag e annual gross receipts revenue for the past three years), number of years in business, two points of contact (name, title, phone number, fax number and email address), management experience on projects of similar size and scope, education and training sup port experience, resumes of key personnel proposed for the project, and list of work elements to be accomplished by subcontract, and the subcontract business size, experience, etc. The Capabilities Statements and responses to the questions shall be no more than 10 pages in length, including attachments and must be submitted by not later than 13 February 2002.
