- Description
- NASA/LaRC plans to issue a Request for Proposal for Design and Modification of the NASA LaRC, Technical Library. The project objective is to design the rehabilitation of the existing approximately 49,000 square foot Technical Library and design and construct an approximately 40,000 square foot addition. The renovated and modified facility will house the Library and related functions currently supported in the facility, provide a centralized Training Center, and provide centralized accommodations for Procurement Source Evaluation and Selection activities. This procurement will be conducted in accordance with FAR Subpart 36.3 Two-Phase Design-Build Selection Procedures as authorized by 10 U.S.C. 2305a and 41 U.S.C. 253m. Proposals will be evaluated in two phases. Phase one proposals will be evaluated to determine which offerors will submit proposals for phase two. Upon completion of the phase two proposal evaluation, one offer will be selected and one contract awarded using competitive negotiation. After evaluation of the phase one proposals, the Government intends to select a maximum of five (5) offerors to submit phase two proposals. The order of magnitude for the procurement is $5,000,000 to $10,000,000 and the effort shall be completed within 900 calendar days after notice to proceed which includes design and construction. This procurement will be conducted using Full and Open competition. The NAICS Code and small business size standard for this procurement are 236220 and $28.5M, respectively. The anticipated release date of the Phase One Proposal is on or about April 29, 2003 with an anticipated offer closing date of on or about May 30, 2003. The firm date for receipt of proposals will be stated in the Phase One Proposal. All responsible sources may submit a Phase one Proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
