- The Government intends to purchase on a sole source basis Five (5) Audio Control Panels (Orbit P/N 60283-2) and associated technical data package with an option for an additional unit from the manufacturer, Orbit Instrument Corporation 80 Cabot Court, Hauppauge, NY 11788. The Audio Control Panel (ACP) is a component of the AN/UYQ-70 console variant being modified as a replacement for the existing AN/SLQ-32A electronic warfare (EW) system operator console. The ACP is a required component for the Q-70 Engineering Development Models being procured by PMS-473 under the Surface Electronic Warfare Improvement Program. The original ACP developed by Orbit Instrument Corporation was designed to provide an operator speaker/headphone capability for the AN/SQQ-89 Undersea Warfare (USW) Q-70 console. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only written notice; a proposal is being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used in accordance with FAR 13.5. The closing date is 18 April 2003. Proposals may be provided via fax to (540) 653-6810, Attn: XSD13-2 or via email to XDS13@nswc.navy.mil referencing N00178-03-Q-3021. The anticipated award date is 21 April 2003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06 and DFARS Change Notice dated 03-14-02. The North American Industry Classification System Code is 335313 With a size standard of 500. The applicable DPAS rating is DOC9. The procurement will be awarded on an all or none basis. FA R 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract to Orbit Instrument Corporation provided that Orbit can establish that it is able to meet the requirement of this solicitation at a fair and reasonable cost. Offerors shall include a completed copy of the provision at FAR 52.212-3 and DFAR252-212-7000, Offeror Representations and Certification ? Commercial Items, with their offer. The following FAR and DFAR clauses apply to this acquisition and are incorporated by reference. FAR 52.212-4 Contract Terms and Conditions ? Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items and subparagraphs (a), (b) 1,5,11,12,13, 14, 15, 16, 19, 21, 22 and 24(d) and (e); DFAR 252-212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisition of Commercial Items, subparagraphs (a), (b), 252.225-7001, 252.225-7012, 252.227-7015, 252.243-7002, and 252.2247-7023. The Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100 has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www/nswc.navy.mil.supply. Hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. Interested parties other than Orbit Instrument Corporation must be able to demonstrate, in writing, their capability to provide the requested items.
