Description
The MILSATCOM Joint Program Office (MJPO) will be holding industry days for the Transformational Communications (TC-MILSATCOM) Space Segment on 6?7 May 2003. This is a follow-up to the TC-MILSATCOM Industry Days held on 5-7 March, however, this industry day focuses only on the space segment. Industry partners interested in the network, systems engineering/systems integration, and airborne laser acquisitions are encouraged to continue monitoring the FedBizOps for current and future announcements. The purpose of this event is to provide potential offerors specific information relating to the space segment acquisition as well as to review industry comments provided on the draft TC MILSATCOM Space Segment Request for Proposal (RFP). The draft RFP will be released on or about 25 April 2003 as an amendment to this announcement. Comments from industry on the draft RFP will be due to 1Lt Nikki Thomas [(310) 336-4602, nikki.thomas@losangeles.af.mil] by 2 May 2003. Industry Day registration begins at 7:30 am on 6 May. The first briefing will begin promptly at 8 am. The anticipated agenda is as follows: 6 May 03, AM: Overall acquisition strategy as it relates to the space segment and space segment acquisition particulars. PM: Requirements; CAIV study format; draft RFP comments; anticipated risk reduction efforts; bidders library particulars; related small business innovation research (SBIR) Projects. 7 May 03, one-on-one sessions with potential prime contractors. The Government contemplates that the 2-hour one-on-one sessions with potential prime contractors may be lengthened or shortened depending on the number of interested companies. At the time of registration, the Government requests that contractors provide contemplated teaming arrangements, if any. Registration is required for attendance. There will be a mandatory $5 fee for all attendees for refreshments, payable at registration. The meeting will be held at The Aerospace Corporation, 2350 E. El Segundo Blvd, El Segundo CA 90245, in the Bldg A-8 basement auditorium. Meetings will be held at the DoD SECRET/NO FOREIGN Level. SEGMENT OVERVIEW: The DoD TC Space Segment is an element of the Transformational Communications Architecture (TCA) and represents the TC MILSATCOM space and ground support segments (satellites, gateways, spacecraft control; and tracking, telemetry, and control) of this system. The TCA space segment will consist of a DoD ring of satellites and an Intelligence Community (IC) ring of satellites that can operate independently and be interoperable. The DoD ring constellation is currently visualized to operate both independently and integrated as a single backbone. The DoD ring constellation is currently envisioned as protected, survivable geosynchronous Transformational Satellites (TSATs) that are fully crosslinked and hardened for the strategic mission. They will provide EHF, X-band, Ka-band, and laser services to support military protected tactical, strategic, and Airborne Intelligence, Surveillance, and Reconnaissance (AISR) users. Highly Inclined Orbit (HIO) satellites will form the Advanced Polar System (APS) to support strategic and national users in the polar region. The APS satellites are also hardened for the strategic mission, have EHF payloads, and use both RF and laser crosslinks to establish ring connectivity with the TSAT and AEHF constellations. The DoD Space Segment includes the spacecraft control facilities and survivable ground assets (fixed and mobile). Other key DoD TC elements not included in this procurement, but integral to the interface design are the Network interfaces between TSAT, APS and other parts of DoD's communications infrastructure (IC, Global Information Grid, AEHF, MUOS, Airborne Networks, and WGS). An Ombudsman has been appointed to hear concerns from potential Offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the Offeror.
