- Description
- Based on the Government Reference Architecture presented during the first MILSATCOM Transformational Communication Industry Days, held 5-7 March 2003, the Government requests from industry an estimate of software lines of code, down to the major modules, that would be part of the Network Management Acquisition. The estimate should highlight both the code that has been developed already through legacy and commercial efforts and new lines of code that must be generated. The Government also requests that industry provide a rough order of magnitude estimate of the cost of developing the envisioned Network Management System in yearly phasing, and provide supporting rationale. The Government requests this data by 28 April 2003 to support ongoing acquisition planning. An Ombudsman has been appointed to hear concerns from potential Offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the Offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Ombudsman is Dr. David W. Ganger, (310) 363-0588. This request is for planning purposes only and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Solicitation, a Request for Quotes (RFQ), or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI.
