- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase Request number F1GPL1309200100 is issued as a Request For Quote (RFQ). Quotations that do not include prices for all requirements will not be considered. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-12. This requirement is UNRESTRICTED. The (North American Industry Classification System (NAICS) Code is 333315. The requirement has been determined to be available from one source because the camera system that is already in use is set up to accept a Santa Barbara Focal Plane camera and it would be cost ineffective to have elements of redesign and re-building of the system to accept another camera that is not substantially similar to the Santa Barbara camera.This solicitation is being issued as a Notice of Intent to issue a commercial purchase order using the Simplified Acquisition Procedures to "Santa Barbara Focal Plane Co., 346 Bollay Drive, Goleta, CA 93117" on a SOLE SOURCE basis to purchase an ImagIR camera head and accessories: ImagIR Camera Head consisting of : SBF 125 or SBF 180, high speed, 320X256, with 30 um pixels windowing, snap shot integration mode InSb FPA. w/ Four Channel Electronics with 14 bit A/D converter Standard Pour Fill LN2 Dewar WIN IR3 software Standard 20 foot data cable with RS422/RS232 Converter, Actuator Valve, Funnel, Brick Power Supply and Power Cord Hard Shell Shipping Container. Accessories: 4 Position Filter Wheel, Cable (100X100) 75 feet, 25 mm F2.3 3-5 um LENS, 50 mm F2.3 3-5 um LENS. These items must be delivered no later than 60 days after contract award. Deliver to Hanscom Air Force Base, MA 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1 - Instructions to Offerors - Commercial Evaluation criteria - Commercial Items: Award will be made to the responsible offeror whose offer is considered to be the most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items;FAR 52.212-3 Offeror Representations and Certification - Commercial Items (all offerors shall include a complete copy of this provision with their proposal); FAR 52.212-4 - Contract Terms and Conditions - Commercial Items; FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, [in paragraph (b) the following clauses apply: FAR 52.219-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.232-33]. Also applicable is DFARS 252.204-7004, 252.225-7002, and 252.212-7001, [in paragraph (b) the following clause(s) apply: 252.225-7001].
