Description

The National Institute of Standards and Technology intends to procure on a sole source basis with Nico M. Temme, The Netherlands for expert mathematical writing, editing and consulting services for the NIST Digital Library of Mathematical Functions (DLMF) from an expert contractor. The acquisition includes the writing of one chapter and its integration into the whole DLMF. This is a sole source procurement as the contractor was chosen by an exacting selection process, and is uniquely qualified to perform the tasks because of (1) his unique research accomplishments in the areas of mathematics that are relevant to Chapter NM, and (2) his general familiarity with the subject areas of the other DLMF chapters. These attributes are critical, the first because each will cover the current state-of-the-art in its subject area in great detail, and the second because the whole DLMF will reflect the rich mathematical interconnections that exist among the subject areas of all the chapters. A fixed price purchase order will be issued 10 days or later from the date of this posting with a five month period of performance. The NAICS code for this acquisition is 561410 and the size standard is $5.0 mil. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation RFQ. No RFQ is available. See Note 26.
