- The Federal Highway Administration is pleased to announce its annual Competitive Assistance Program for Minority Institutions of Higher Education (MIHE/CAP) for Fiscal Year 2003. MIHE's include Historically Black Colleges and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities, and Native Hawaiian and Native Alaskan Institutes of Higher Education. All MIHE's accredited by the Department of Education are eligible to compete.
