Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-3-0006 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The solicitation is 100% set-aside for small businesses. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business standard is 500 employees. Award will be made to a small business provided that a minimum of two competitive offers are received from small business concerns; if two or more offers are not received from qualified small businesses, award will be made on the basis of full and open competition from among all responsible business concerns submitting offers. The USDA, Agricultural Research Service, Midwest Area, National Center for Agricultural Research, Peoria, Illinois, has a requirement/need for a Flow Cytometer with advanced DNA Analysis Software “Brand Name or Equal” to the Luminex 100 with MasterPlex GT Software. The Luminex 100 with MasterPlex GT Software will be used for a project on rapid detection of medically important yeasts and filamentous fungi. This project is part of an NIH grant which involves other researchers with the need for results to be compatible among the research facilities involved. THE SALIENT CHARACTERISTICS: the Flow Cytometer must meet or include these minimum requirements: (1) Must allow throughput of up to 100 tests per tube. This translates to about 9,600 individual tests per hour. (2) Must have open frame architecture for the use of assay reagents from several competing vendors. (3) Must have the ability to conduct up to 100 individual assays simultaneously. (4) Must allow use of extremely small sample volume for conducting several tests. (5) System must be menu driven and microprocessor controlled. (6) Must have control of heat enabler. (7) Software must work for DNA analyses, such as the MasterPlex GT. (8) Applications must include molecular as well as immunological assays. (9) Must include one full year warranty on parts and labor. (10) Must include installation and provide training on operation during instrument installation. (11) Must include one and one-half day training at Luminex Corporation, Austin, Texas. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quotation without further discussions. All responsible sources may submit an offer which will be considered. DOCUMENTS INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a quotation on company letterhead detailing the item description and unit price; 2) descriptive literature, brochures; 3) at least 3 to 5 references for the proposed equipment. References must have received the proposed equipment within the last three (3) calendar years (Government references preferred but will accept commercial references). References shall be provided for the product quoted; and 4) Duns Number. DELIVERY TO: USDA-ARS, NCAUR, MGB, Peoria, Illinois 61604-3999. QUOTATION PRICE MUST INCLUDE any freight or shipping, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery of equipment no later than one week after Purchase Order is issued, however, each offeror shall include their proposed delivery schedule as part of their quotation. Delivery period is critical. FAR 52.212.-2 EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Offerors shall include a completed copy of the provisions FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.arnet.gov/far.
