- NASA/LaRC has a requirement for a real time control data acquisition system. The dSpace data acquisition system integrates with Mathworks' Matlab, Simulink, and Real-Time Workshop for real-time alteration of all control algorithm parameters. NASA/LaRC intends to purchase the items from dSpace who is the only known source who can meet agency needs. dSpace holds the proprietary rights of these data acquisition systems that are currently used throughout Langley in support of the Aircraft Morphing Program. These systems must also be compatible with the implementation of real-time closed-loop control laws for wind tunnel testing. The dSpace data acquisition system provides at least 32 input and output control channels at 14 bit resolution and provides an expansion capability for additional digital signal processor or I/O boards. dSpace is the only known source capable of satisfying the Government's requirements and no other source can satisfy the Government's requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 25, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
