- Description
- NASA/GSFC has a requirement for the definition and development of sample transport and manipulation system for MARS surface lander pyrolysis system. A prototype demonstration unit is required before delivery of the final unit. It is required that this sample transport and manipulation system by an extension of the champollion transport and manipulation system to allow the analysis of more than 100 samples with 100 seperate sample containers to minimize cross contamination between samples. The system will enable samples delivered from a Mars lander processor to be transported to an oven and sealed for thermal processing to produce volatiles that are then analyzed by a chemical processing system and then a gas chromatograph mass spectrometer. The demonstration of the capabilities of this system required first delivery of a prototype manipulation system that includes all the required mechanisms on a demonstration pryolysis oven. All engineering drawings used to produce the prototype and the final demonstration product will be delivered to GSFC within one month of delivery of the hardware. NASA/GSFC intends to purchase the items from Honeybee Robotics, 204 Elizabeth Street, New York, NY. Honeybee Robotics was responsible for the design of the Champollion sample transport and manipulation system and therefore possess the knowledge and technical insight required for this work. Honeybee Robotics is the only company that can provide this expertise within the constraints of the development budget. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 28, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
