Description
This is a combined synopsis/solicitation for commercial service, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the synopsis and solicitation. The proposed contract is a firm-fixed price contract. This procurement is restricted to 100% small business concerns and will follow simplified acquisition procedures in FAR Part 13. NAICS is 333415, small business size standard is 750 employees. The contractor shall provide all personnel, equipment, tools, materials, supplies, labor supervision, and incidentals necessary to install new 60 Ton chiller compressor, located in Building 150 A, Lackland AFB TX, as defined in the Statement of Work (SOW). The period of performance will be 60 days after dated of contract (ADC). The solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-05. Note that all FAR clauses can be obtained by accessing the Internet at www.farsite.hill.af.mil. Notification of uploading the solicitation, modification, amendments, questions, or any other changes will only be made on the electronic posting system website, FedBizOps. It is the sole responsiblity of the bidder to continually view the website for any amendments made to the solicitation. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be obtained by accessing the Internet, www.eps.gov, or by calling 1-888-227-2423. CCR registration must be obtained prior to award. Once contractors have received the full solicitation package, submit written offers via fax to 210-671-3179, to SSgt Leigh A. Baumbaugh (210) 671-1720, 1655 Selfridge Avenue, Lackland AFB TX 78236-5253. Oral offers will not be considered. The tentative due date for all quotes will be 25 April 03 by 11:00 A.M. STATEMENT OF WORK (SOW) FOR REPLACEMENT OF 60 TON COMPRESSOR, BUILDING150 A 1. SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to replace Compressor for York Air Conditioning Chiller at Building 150 A, located on Lackland AFB, TX. All work shall be in accordance with commercial and industry standards. 1.1 York Chiller Information and History: York chiller Model Number YCAS190-46XD, Serial Number SBGM-863846. History of chiller unit is as follows; the compressor control slide valve stop plate is jammed at an angle, prevents the compressor from operating. Atop plate bolt has broken and debris is inside of compressor. The compressor needs to be replaced. 2.SPECIFIC TASKS: The contractor shall perform the following minimum repairs. Contractor shall coordinate all work with 37 CES/CEOF1, Area Maintenance Zone1, Mr. Daniel Kempton, at 671-5551. . Isolate the compressor from refrigerant circuit . Remove compressor . Furnish and install compressor. . Leak check new compressor. . Furnish and install new drier cores. . Furnish and replace compressor oil. . Start compressor and verify operation. . Provide training to HVAC craftsmen. . Perform oil analysis and provide written report to the government 3. HOURS OF OPERATION. All work shall be performed during normal duty hours of 7:30 A.M. to 4:30 P.M., Monday through Friday. 4.ENVIRONMENTAL COMPLIANCE. The contractor shall be responsible for the removal and disposal of all oil and lubricant waste. The contractor shall prepare all disposal manifests for hazardous wastes, oils, or chemicals. Contractor shall obtain signatures from the Base Environmental office of any hazardous waste disposal prior to removal of items off the base. 4.1 Hazmat Pharmacy Registration. The contractor shall register with the base Hazmat Pharmacy before any oil, lubricants, chemicals, etc., are brought onto the Base. Contractor shall comply with all Hazmat Pharmacy requirements and Procedures. 5. CLEAN UP. The contractor shall maintain the work area in a clean condition by the end of each workday and at the end of the contract performance period. Contractor shall dispose of all waste at an off-base approval disposal site Once interested parties have been identified. A site visit will be conducted on or about 21 April 2003.
