- This is a sole source commercial requirement pursuant to FAR 6.302-1. Notice of Intent pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Western Area Power Administration intends to enter immediately into negotiations on a sole source basis with Golden Bear Express, Inc., Sacramento, CA,a woman-owned small business, to acquire Integration and System support for the SNR Power Billing and related IT Systems. Completion date is mission critical to insure compliance with P04 implementation. Their prior efforts and knowledge of SNRs PBS architecture and related business rule procedures preclude consideration of any other sources. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS. THE GOVERNMENT DOES NOT ANTICIPATE RECEIVING RESPONSES TO THIS NOTICE OF A NON-COMPETITIVE ACTION. IF PARTIES CHOOSE TO RESPOND, ANY COST ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT ARE THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURSED BY THE GOVERNMENT. Interested parties having all the capabilities to perform the services described above may submit capability statements to be received within 3 days of publication of this notice to Western Area Power Administration, Attn Sharon Bates, 114 Parkshore Drive, Folsom, CA 95630, sbates@wapa.gov.
