Description
This is the second of two sources sought notices requesting information needed by the Government prior to release of any potential solicitation. IF YOU RESPONDED TO THE FIRST SOURCES SOUGHT NOTICE THERE IS NO NEED TO RESPOND AGAIN. The Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study of Soil Conservation Technician Services in Ft. Myers, Labelle, and Monticello, Florida. This is the first of two sources sought notices requesting information needed by the Government prior to the release of any potential solicitation. Please read the entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for a proposal and in no way obligates the Government to award a contract. Soil Conservation Technician Services shall include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks, and preparing news articles as necessary. An effective knowledge of engineering design, surveying and computer use is required to fulfill these duties. Government personnel currently provide these services. Prospective offerors are advised that a contract may or may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services. If you are interested in competing for this requirement, please indicate your interest by sending an e-mail (only) to Lynn F. Merrill at lynn.merrill@fl.usda.gov no later than April 7, 2003. All valid email responses must provide the return e-mail address, mailing address, telephone number and facsimile number in the body of the response. Please include a brief description of your qualifications and capacity to perform this work. Responses without the forementioned information will not be recognized as valid. In addition, to assist with the planning of the acquisition strategy, please respond to the following questions based on NAICS 541990: (1)Is your business large or small? (2) If small, does your firm qualify as a small, emergent business, a small disadvantaged business, a veteran-owned business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL NOT BE ACCEPTED. The solicitation will be made available on the Federal Business Opportunities site when it is released. It is anticipated that a solicitation will be released in late April, 2003. It is the responder's responsibility to provide as e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should be immediately sent to the Contracting Officer. The Government is not responsible for inability to deliver e-mail.
