Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, Small Disadvantage and Large Business) relative to this 541690 NAICS Code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract shall provide the Government the option to extend the contract in one-year increments for a base and four option years. After review of the responses to this sources sought announcement a solicitation announcement may be published in the Federal Business Opportunities at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a large or small business? 2) Does your firm qualify as a small or small disadvantaged business? 3) If disadvantaged specify under which disadvantaged group is your firm certified under Section 8(a) of the Small Business Act? 4) Are you considered a certified HUBZone firm? 5) Are you considered woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned? The Substance Abuse and Mental Health Services Administration’s (SAMHSA) Center for Substance Abuse Prevention (CSAP) is interested in highly experienced organizations able to maintain the National Clearinghouse for Alcohol and Drug Addiction (NCADI) program which will be combined with the Center for Mental Health’s Clearinghouse. The incumbent for each is currently ORC/Macro. The National Clearinghouse for Alcohol and Drug Information (NCADI), established in conformance with the Public Health Service Act, as amended by the Anti-Drug Abuse Act of 1986, the Omnibus Anti-Drug Abuse Act of 1988, the ADAMHA Reorganization Act of 1992, and the H.R. 4365, the Children's Health Act of 2000, supports and promotes the goals of demand reduction for the substance abuse field. Since 1987, the National Clearinghouse for Alcohol and Drug Information has served at the Nation’s single point of entry in the Federal government for comprehensive, customer-friendly information about substance abuse prevention, intervention, and treatment. NCADI operations have expanded significantly to meet the order fulfillment needs of the ONDCP National Youth Anti-Drug Media Campaign, SAMHSA’s targeted press efforts, CSAP’s dissemination and application initiatives as well as its highly targeted public health education campaigns, CSAT’s knowledge application initiative and public affairs efforts, as well as the dissemination efforts of NIAAA, NIDA, and the Department of Education. SAMHSA’s National Mental Health Information Center (NMHIC) was established as the national focal point of contact about treatment and support services for mental health and mental illness. The Information Center provides appropriate, user-friendly information and referrals to; local, state and Federal agencies, professional organizations and clearinghouses, or national, state, and community mental health organizations and associations.. Under section 520(b)(10), of the Public Health Service Act, CMHS is mandated to establish a mental health information Clearinghouse. It also provides information dissemination support to CMHS programs including: the Emergency Services and Disaster Relief Program (during times of disaster), the National Public Information/Education Campaign on Children's Mental Health Services and the School Violence Prevention Program. NMHIC also serves to disseminate information developed by CMHS programs about mental health services to adults with severe mental illnesses, children and adolescents with serious emotional disturbances and family members. The Clearinghouse also assures the widespread dissemination of such information to States, political subdivisions, educational agencies and institutions, treatment and prevention service providers, and the general public. The Clearinghouse is a contracted program that exists to serve a wide variety of Federal dissemination needs, but its ultimate success is based on its ability to reach the intended target audiences of SAMHSA and its Centers as well as the ONDCP and our other Federal partners. These target audiences include, but are not limited to, general public, prevention and treatment practitioners, policymakers, community organizers, youth, educators, health care providers, faith-based organizations, social service providers, and the media. As such, achieving high levels of customer satisfaction across all tasks are a primary focus for the NCADI contract. Proposed Tasks Task I Situational Analysis Conduct a comprehensive internal review of NCADI and NMHIC operations and external review of substance abuse, mental health, and health information knowledge dissemination efforts, customer needs, commercial marketing practices, etc. which offer specific areas of concern and opportunity for NCADI and NMHIC. Task II Strategic and Tactical Planning A. Project Planning, Reports, and Contract Management and Special Reports Task III Program Implementation A. Data Base Development and Library Maintain and enhance the bibliographic, prevention materials, and treatment resources databases. Maintain and enhance the Mental Health Services Facility Locator and the Mental Health Services Locator. Baseline: Abstract a minimum of 5,500 articles annually for the bibliographic database; a minimum of 2,000 products for the prevention materials and treatment resources databases. Verify the accuracy of the Mental Health Services Facility Locator and the Mental Health Services Locator annually. B. Call Center PREVLINE Operations Maintain and enhance 24 hour/7 days per week call center operations for a minimum of 20 incoming toll-free lines. Of the 20 lines, three lines receive the bulk of the call traffic (NCADI, CSAT, ONDCP), three lines are Spanish language lines, five are voicemail Asian language lines, a TDD line, and the others are specialty lines to support various public health education initiatives. Develop and implement a quality assurance plan addressing monitoring controls, continuing education, crisis management, and other related issues. Maintain and enhance the PREVLINE website (ncadi.samhsa.gov) to deliver a comprehensive menu of substance abuse prevention, intervention, and treatment content to the general public. Maintain and enhance the SAMHSA/CSAP web pages (prevention.samhsa.gov), ensuring that it represents Center programs and activities in an effective fashion. Maintain and enhance the NMHIC website (mentalhealth.samhsa.gov) to provide credible and reliable information and referrals to mental health services and treatment. Develop and maintain new content areas in support of CMHS programs and activities C. Resource Development Prepare community action media kits; RADAR Network communiqués; reference materials (e.g., resource guides, publications catalog, promotional materials, RADAR Network directory); and new/or repackaged program resources. Distribute the Prevention Alert via broadcast FAX and PREVLINE. Provide content development of resource material to reach target and special audiences with messages on mental illnesses, mental health and support services, and the personal and economic benefits of early, appropriate treatment. D. Health Communications, Media and Public Outreach, and Collaboration Direct media relations activities, multicultural outreach, general marketing, one-message marketing, and RADAR Network support; establish public/private partnerships; and coordinate in-service trainings. E. Cost Recovery Generate revenues from resources such as Federally produced videotapes, data base searches, and collateral public health education products. Task IV Program Support Activities A. Graphics and Related Support Provide graphics support to all of SAMHSA. Maintain a repository of stock audiovisual resources for use in the development of Federal educational resources. Maintain and catalog a repository of negatives and camera-ready copy for SAMHSA and its Centers, NIDA, NIAAA, and other Federal agencies as appropriate. Provide graphics support for publicly distributed resources necessary for day-to-day operations. B. SAMHSA’s Information Mailing System (SIMS) Update procedures and guidelines for SIMS, promote SIMS internally and externally, train administrators and marketers, and continue refinement of SIMS. Certify the list annually. C. Warehouse, Distribution Center, Inventory, and Messenger Services Warehouse and Distribution Center B provide the labor, service, and supplies necessary to perform receiving, maintenance, shipping, and management functions of SAMHSA resources. Manage publication inventories and distribution plans. Generate monthly reports to alert Federal staff of resource inventory traffic. Provide responsive, punctual, and courteous daily messenger services for transporting materials between NCADI, NMHIC, SAMHSA and its Centers, NIDA, and NIAAA. D. Speech Writing Research and write all speeches and talking points necessary for the Director and other DHHS/SAMHSA/CMHS officials as needed. E. Written Response Provide written responses to inquiries received at the NMHIC post office box, via e-mail and those received from HHS/SAMHSA/CMHS. F. Editorial services Provide ad hoc editorial services for SAMHSA produced documents. Providing graphic design and conversion to HTML for web posting G. Program Support Provide expertise and knowledge in CMHS priority areas such as managed care, children's issues, homelessness, HIV/AIDS, school violence prevention, and emergency mental health services, and will act as a liaison with the various CMHS offices to handle inquiries resulting from increased information dissemination. Task V Program Evaluation Conduct ongoing process evaluation to ensure high quality assurance across all tasks, emphasizing customer relationship management. Provide a variety of monthly evaluation reports to SAMHSA, ONDCP, and Advertising Council on public response to various Campaign initiatives as well as general fulfillment operations. Develop and implement customer service satisfaction surveys across various tasks as well as product effectiveness surveys for selected public education resources. This is not request for proposal and in no way obligates the Government to award any contract.
