- Description
- It is the intent of the National Library of Medicine (NLM) to negotiate a cost-reimbursement contract on a sole source basis with the Telemedicine Research Center (TRC), a non-profit organization located in Portland, Oregon for upgrading, expanding and maintaining the Telemedicine Information Exchange (TIE.) The TIE is a proprietary database created by TRC that is a unique and valuable resource for telemedicine information for health practitioners and policy analysts. The TIE is a comprehensive database with over 11,000 citations of journals, legal and policy reports, and state and federal publications. TRC has the requisite expertise, knowledge and staff to make selections of items appropriate for upgrading, expanding and maintaining the database from their own sources, products and services. This comprehensive database dedicated solely to telemedicine and telemedicine resources is not available from any other source. NLM has determined that the TRC is the only source capable of providing the necessary services without substantial duplication of costs and unacceptable delays.
