- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for clerical services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost-effective method of providing clerical services for the listed locations in Maine. Government personnel are currently performing these services. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. Major components of this work include: managing incoming and outgoing telephone calls, visitor reception, office copying and fax services, managing incoming and outgoing office mail, inventory basic office supplies, equipment, and services for procurement, prepare and manage staff calendars, arrange meeting and conference services, process training requests, process travel requests and subsequent claim vouchers, provide file management services, provide written communication support service, type and proofread, provide basic clerical research, design, implement, and manage databases of information. Any contract resulting from this solicitation will have a one-year base period and four one-year options. A sealed bid selection process will be used with any resulting award being a firm-fixed price performance based service contract. The solicitation will be set aside for small business. The small business size is based on NAICS code 561110, which is $6.0million average annual income. The solicitation will be available on or about April 28, 2003, and can be downloaded from this web site. Hard copies of the solicitation document will not be available. The anticipated date for receipt of proposals is on or about May 29, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
