Description
NASA/LaRC has a requirement for the following annual software licenses for PCs and PDAs: SitePlanner, InFielder, LANFielder, and SiteSpy. The proposed quantities are one each, and the period of performance is one year. NASA/LaRC intends to purchase the items from Wireless Valley Communications, Inc, as the only known source who can meet agency requirements. This software was designed/developed by Wireless Valley Communications and is proprietary; therefore, it cannot be purchased for any other source. The required software is necessary to support technical research and development efforts in airborne wireless networking under the Robust Aerospace Vehicles (RAV) Program. The software will be used for wireless network design and performance modeling, analysis, and testing inside aircraft cabins. The PDA software will be used for simulated aircraft wireless network performance testing in reverberation chambers at LaRC to support the RAV Program. Wireless Valley Communications is the only known source with PC/PDA software with all of the following capabilities: inbuilding/campus wireless network design, measurement, optimization, monitoring, and asset management. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 20, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
