Description
NASA's Goddard Space Flight Center (GSFC) is seeking an industry partner(s) for participation in the Lunar Discovery mission. This mission is proposed to respond to NASA Announcements of Opportunity (AO's), including the upcoming NASA AO for the Discovery program. The industry partner(s) will assist in the preparation of the initial proposal, participate in a phase A study if the initial proposal is selected. If the Lunar Discovery mission is selected for execution, the industry partner(s) will provide a qualified spacecraft bus, integrated observatory, and support the activation of the Lunar Discovery Observatory. It is expected that primary selection of the Lunar Discovery Mission under the AO and the availability of funds would result in a contract to provide a flight-qualified spacecraft, and integrated Observatory. GSFC plans to select a partner(s) using the following steps: 1) issue the Partnership Opportunity Document, which includes a mission overview of Lunar Discovery, instrument specifications and instructions about how to respond to this partnership opportunity; 2) schedule oral presentations; 3) receive presentation packages from interested Partnership Opportunity Document respondents; 4) conduct oral presentations, May 27-29, 2003; and 5) evaluate oral and written presentations. All Partnership Opportunity Document respondents who intend to make an oral presentation must provide written or electronic notice by no later than 5:00 p.m. Eastern Standard Time, May 16, 2003. Notice shall be by e-mail to Mr. Tom Venator at tom.j.venator@nasa.gov or in writing to NASA/Goddard Space Flight Center, Attention: Tom Venator, Code 410, Building 22, Room 384, Greenbelt, MD 20771. All Partnership Opportunity Document respondents shall mail their complete oral presentation packages to Tom Venator at the above address no later than 5:00 p.m. Eastern Standard Time, May 23, 2003. The Partnership Opportunity Document does not represent a guarantee of selection for hardware development. GSFC does not currently have a requirement for this mission or funds available to support its development. In responding to this notice please reference "Lunar Partnership Opportunity Document". This solicitation/synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information. An ombudsman has been appointed. See NASA Specific Note "B".
