- General Information: Solicitation Number: 40808 Posted Date: April 10, 2003 Original Response Date: April 17, 2003 Contracting Office Address: General Services Administration, Public Buildings Service (PBS) , Realty Services Division, 7771 West Oakland Park Blvd, Suite 119, Sunrise, FL 33065 Description: Notice of Intent to Use Other than Full and Open Competition. The US Government currently has 131,811 rentable square feet of space under lease contract at One Riverview Square, SE 4th Street and the Miami River, Miami, Florida 33130. The Lessor is the Miami River Associates, LLC, 155 South Miami Avenue, Suite PH 2A, Miami, FL. This building will house the Executive Office of Immigration Review and the Department of Homeland Security (formerly INS). The General Services Administration plans to negotiate a five-year extension of the existing lease, based on economic benefits, mission requirements, and other related factors not expected to be recovered through full and open competition. The Government will consider another site only if consideration of economic benefits and other related factors are supportive, including all costs associated with the buy-out of the existing 10-year firm term lease, including tenant improvements, architectural fees, all relocation costs associated with the retrofit of systems furniture, telecommunications connectivity, specialized security needs, and others factors, including administrative costs. All services, supplies, utilities and required tenant alterations are to be included as part of the rental consideration, and space must be located in a quality, modern office building within the central business district of Miami.
