Description
This sources-sought synopsis is issued in anticipation of a potential future procurement program. The Naval Sea Systems Command is conducting market research to determine the existence and interest of sources for design and construction of four (4) to six (6) fast patrol craft approximately 25 meters in length. The craft would be procured for implementation of newly established requirements for the Egyptian Border Guard under a Foreign Military Sales case and would operate within Egyptian territorial waters to conduct the specific missions of assisting mariners in distress, executing search and rescue operations, performing hostile and non-hostile law enforcement services, and conducting local patrolling operations for surveillance and data gathering. At the current point in the program, steel, aluminum and GRP construction are being considered. However, this may change as a result of ongoing specification development and responses received to this announcement. The craft shall have a proven hull form with minimal variance from parent craft currently in-service, maximum 1.5 meter navigational draft, and be capable of maximum sustained speed of 40-knots or better in sea-state 2 (sustained wind velocity of 13.5 knots and significant wave height of 2.9 feet). The craft shall have a minimum 500 nautical mile range at sustained cruise speed of 20 knots at full load in sea-state 3 (sustained wind velocity of 16 knots and significant wave height of 4.6 feet). The craft shall have accommodations for twelve (12) with a five (5) day endurance. The craft shall accommodate a stern ramp for the launch and retrieval in up to sea-state 2 of at least a 4.5-meter rubber inflatable boat with outboard motor, and provide foundations for two 20 mm naval guns (1 fwd and 1 aft) and two 0.5 caliber guns (1 port and 1 stbd). The craft should be supportable in Egypt and have an expected 20 year service life. Anticipate operational and maintenance training to be required for up to seven (7) personnel for each craft. The craft design and construction shall be certified in accordance with the American Bureau of Shipping (ABS) Guide for Building & Classing High Speed Naval Craft. Companies that bid previously on Egyptian RFQ #19-21-2000 dated 10 April 2000 are encouraged to respond to this notice. Prospective firms are encouraged to submit a capability summary that does not exceed five (5) pages in length describing their patrol craft and firm's recent relevant business experience and their approach in meeting the requirements stated above. Responses should include: (a) The name and address of the contractor and where the boat would be buil t; (b) Point of contact including name, title, phone, and email addresses; (c) A description of craft currently offered by the contractor that meet, or with minor modifications might meet, the above listed requirements to include contract and customer information regarding the "parent" craft; (d) A notional schedule for detail design, construction and on-site delivery of the craft, (e) An estimated unit price, and (f) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
