Description
NA The Defense Contracting Command ? Washington, on behalf of the Joint Staff, J-8, Simulation, Analysis Management Division intends to negotiate a Firm Fixed labor hours type contract with PantaRei, LLC, Cambridge, MA. The proposed work will develop a proof -of-concept demonstration for the use of Complex Adaptive Systems Applications in assessing the performance, interactions and trade space of multiple, integrated and hierarchical Joint Operating Concepts and Architectures. To produce a working prototype c apable of demonstrating future analytical possibilities requires the harnessing (and/or development) of emerging sciences and technologies across a wide range of disciplines and then applying tem accurately to our current, evolving Joint Operating Concepts and Architectures. The sub-tasks required to perform this work range form exploratory and conceptual in nature, when defining the problem, to the development of software, when simulating the architecture and performing multi-task, multi-asset optimizatio n. The resulting contract will be from the date of award thru 10 months. This procurement will be solicited as other than on the basis of full and open competition as implemented by FAR 6.302-1(a)(2) of the Federal Acquisition Regulation (FAR). The North A merican Industry Classification System (NAICS) is 541990. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible t o receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal.
