Description
This project will consist of grading, aggregate base, parking areas and aggregate and asphalt surfacing on 16.121 kilometers (largest schedule) of roadway for CA PRA JOTR 12(4), Route 12-Park Boulevard, in Joshua Tree National Park, San Bernardino County, State of California. Estimated price range is between $4,000,000 and $8,000,000. This project contains 2 schedules. Principal work items on the largest schedule include: 10 km centerline re-establishment; lump sum contractor testing; 7,500 m3 dust control watering; 13 ha clearing and grubbing; 18,000 m3 roadway excavation; 28,400 metric tons aggregate base; 5.600 km road reconditioning; 24,850 metric tons hot asphalt concrete pavement class B (material incentive); 1,375 metric tons asphalt cement grade PBA-7; 245 metric tons antistrip additive type 3, hydrated lime; 185 metric tons prime coat grade MC-70, SC-70 or alternate; 11,645 kg concrete coloring agent; 20,120 m Portland cement concrete curb; heavy equipment operators; 2,680 L Pavement markings type B; 17 km temporary pavement markings; 5,800 hours flagging; 2,900 hours pilot car; 139 (type A, B or C) warning lights, along with associated surveying, staking, fencing, and signing. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on our website at http://www.cflhd.gov/procurement. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
