Description

Subject to the availability of funds, Sandia National Laboratories/New Mexico (Sandia) intends to contract for the Construction Services to build an element of the Microsystems and Engineering Sciences Applications (MESA) Project in Albuquerque, NM. The Contractor shall have full responsibility for this complete element, including construction, installation of equipment, systems integration, documentation and commissioning. The purpose of this announcement is to invite interested firms to attend a pre-proposal meeting to be held on May 5, 2003, in Albuquerque, New Mexico. This will be the only pre-proposal conference held. The element of the MESA Project being constructed consists of the following: 1) a new, approximately ~130,000gsf Laboratory Facility and 2) associated site improvements. The budget estimate for construction of this element of the MESA Project is approximately $33M. The amount of funding that is expected to be available for the effort, upon placement of the contract is $20M. Funding over and above this amount is planned for in the fiscal year 2004 appropriations. Offeror must have a proven record of successfully completing projects of comparable size, complexity and function; and must demonstrate the capability of providing full systems integration capabilities in support of the project. Qualified firms shall have demonstrated knowledge and construction experience in the following areas: The laboratory facility is approximately a 130,000 gross square feet (gsf) three story building with a partial basement and mechanical penthouses. The facility supports 274 personnel and contains laser, chemical and electrical labs with a vibration criteria of 500 micro-inch/sec which is a structural waffle slab construction (roller deck technique including structural anti-collapse features). The mechanical systems include an acid exhaust system constructed of teflon coated stainless steel exhaust duct and acid waste drain system, a LN2 tank and piping, a deionized water system, and a HVAC system with digital controls and commissioning. The lab incorporates H-5 capable systems (semiconductor) on the third floor. Group H-5 structures are semiconductor fabrication facilities and comparable research and development areas in which hazardous productions materials (HPM) are used. The building includes normal and emergency power and special telecommunications requirements (BISCI). The lab also incorporates high-end visualization technical areas. The lab building will be constructed next to an existing cleanroom and adjacent to an on-going semiconductor (MicroFab) construction project. The construction contractor shall have Primavera scheduling capability and all construction contractor employees must be 10-hour OSHA certified. No cameras or recording devices will be allowed at the pre-proposal conference.
