Description
The Flower Garden Banks, National Marine Sanctuary, U. S. Department of Commerce, intends to procure services for ship vessel time for a crew of people to conduct research cruises. The initial period of performance will be from the effective date of award through September 30, 2003. An additional option year may be funded for the period October 1, 2003 through September 30, 2004. The work shall include ship time for a total of 17.5 days. This time includes a minimum of five trips as follows: Spring Research for 4 days, Drilling for 4 days, Coral Spawning for 5 days, Agency/Industry IT for 1.5 days, and Stetson Monitoring for 3 days. The specifications require that the Contractor provide a vessel that will provide space, berthing, linens, and food for up to 34 divers/researchers and participants. The Contractor shall provide 2 captains, 2 deck hands/diver masters and 2 galley crew for the duration of the cruise. It is estimated that there will be a maximum of 25 divers per cruise. The Contractor shall provide nitrox for SCUBA diving. The Contractor shall provide vessel transportation to and from Galveston, Texas and the Flower Garden Banks, National Marine Sanctuary and between the three banks of the Sanctuary i.e., East Bank, West Bank, and Stetson Bank. The Sanctuary is located 110 miles south of the Texas/Louisiana border in the Gulf of Mexico. The Contractor shall provide 30 AMP 110V dedicated power to support ROV operations. The Contractor and staff shall be responsible for making their own travel arrangements and paying for their own travel costs. Deliverables shall include a copy of the captain's logbook entries for the duration of the cruise. The resultant procurement action will be a firm-fixed price contract. This is a 100% Small Business Set-Aside. NAICS code 532411 applies. Solicitation Number WC1330-03-RQ-0138MLW and specification documents will be available on or about April 25, 2003.
