- Description
- Purpose: The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Management Services Division, seeks to identify sources and receive information on current market prices from individuals and entities providing conservation technical assistance. Background: The Farm Security and Rural Investment Act of 2002 (the 2002 Farm Bill), Public Law 107-171, expanded the availability of financial and technical assistance funds for implementation of conservation programs. The current staffing levels of NRCS are insufficient to meet the increased need for technical assistance under the conservation programs. Section 1242 of the Act expands the availability of technical assistance to producers by encouraging other potential providers of technical assistance to assist in the delivery of technical assistance. To ensure that high quality assistance is available to all producers, Section 1242 requires the Secretary of Agriculture to establish by regulation, a system for approving individuals and entities to provide technical assistance to carry out programs under the Farm Bill, and establish amounts for payments for assistance. Objective: NRCS is seeking sources of technical services and pricing data for past technical services provided. NRCS intends to use this pricing data submitted by prospective sources to establish payment rates for technical service providers. This is a sources sought and request for information announcement--A market survey for information only. This is not a solicitation announcement for offers and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. Requested Response: Parties interested in providing pricing information for past conservation technical services need to respond by accessing the TspCost Web page on the internet. The web address is http://tspcost.sc.egov.usda.gov/ or link from http://sc.egov.usda.gov Information and instructions for populating the database are shown there.
