Description
The United States Department of Agriculture, Natural Resources Conservation Service (USDA, NRCS) has a requirement for Soil Conservation Technician Services. This is an OMB Circular A-76 Direct Conversion with Cost Comparison Study. The purpose of this study is to determine the most cost effective method of providing Soil Conservation Technician Services for the listed locations in Kansas. In accordance with OMB Circular A-76, commercial offers will be compared with the Government?s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs, and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks, and preparing news articles as necessary. An effective knowledge of engineering design, surveying, and computer use is required to fulfill the duties of these positions. A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price, technically acceptable, selection process will be used with any resulting award being a firm-fixed price service contract. This will be a negotiated contract and oral presentations may be required. Technical and cost proposals will be required. This solicitation contains no set-asides. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be available. All questions must be directed to the Contract Specialist, in writing, by e-mail at rhonda.sulsar@ks.usda.gov, by facsimile to 785-823-4540, or by letter to Rhonda Sulsar, Contract Specialist, USDA-NRCS, 760 South Broadway, Salina, KS 67401-4604. No questions will be accepted by telephone. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the agency. The U.S. Government reserves the right to retain the work in-house and make no contract award.
