Description
NA The Alaska District Corps of Engineers intends to specify proprietary and/or sole source equipment/system for the modification and upgrade of Westinghouse distributed processing family (WDF) integrated distributed control system (DCS) at the Ft. Wainwright Central Heat and Power Plant (CHPP), Fort Wainwright, Alaska. The installed DCS is considered proprietary using Westinghouse WDF DCS algorithms to provide the required sequences of operation. Input data to the controller shall be obtained by using instr uments and controls interfaced to mechanical, electrical, utility systems and other systems. Modification and upgrade to the DCS will be a result of replacing the existing condensing units with air cooled condensing units under solicitation DACA85-02-R-001 5 entitled Power Plant Cooling system, Ft. Wainwright, Alaska. The government intends to require the awarded contractor to subcontract with the existing Distributed Control System Manufacturer, Westinghouse, to provide all control system equipment, suppor t services, coordinate the installation of the control equipment including the engineering design and shop drawings for the installing trades. The existing DCS manufacturer shall provide all DPU and I/O cards, submittals, calibration, checkout testing, st art-up testing, and training associates for a complete and fully functional DCS. Interested parties may identify their interest and capability to respond to the requirement in the form of a letter and standard marketing material describing how the equipme nt/system is compatable with the installed Westinghouse distributed control system. This notice is not a request for competitive proposals, however, all submittals received within 45 days after the date of publication will be considered by the Government. A determination by the government not to compete the equipment/system requirement based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered solely for the purpose of determinin g whether to compete the requirement. See Numbered Note 22.
