Description
The U.S. Coast Guard has decided not to set aside the acquisition for drydock repairs of the USCGC SCHAKLE (WYTL-65609) for HUBZone concerns, because no HUBZone certified business concerns complied with the requirements of the sources sought synopsis. The solicitation and specifications will be issued electronically at www.Fedbizopps.gov on or around January 24, 2003. Proposals will be due around February 24, 2003. The proposed contract listed here is part of the Small Business Competitiveness Demonstration Program. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: (1) Clean Fuel Tanks; (2) Clean Sewage Holding Tank; (3) Remove Inspect and Reinstall Propeller Shaft; (4) Renew Water-Lubricated Shaft Bearings; (5) Remove Stern Tube Sleeve; (6) Renew Strut Sleeve; (7) Renew Stuffing Box Sleeve; (8) Remove, Inspect and Reinstall Propeller; (9) Perform Minor Repairs and Reconditioning of Propeller; (10) Clean and Test Grid Coolers; (11) Overhaul and Renew Valves; (12) Remove, Inspect and Reinstall Rudder Assembly; (13) Renew Lower Micarta Bearing; (14) Renew Lower Pintle Bearing; (15) Inspect Various Deck Fittings; (16) Preserve Weather Decks; (17) Preserve Underwater Body; (18) Preserve Freeboard; (19) Renew Cathodic Protection System; (20) Provide Temporary Messing and Berthing; (21) Provide Temporary Logistics; (22) Routine Drydocking; (23) Inspect Berthing Frames and Shell Plating; (24) Remove and Reinstall Sewage Holding Tank; (25) Overhaul Steering Gear System; (26) Preserve Lazarette Bilge; (27) Preserve Forepeake Bilge; (28) Preserve Sewage Void Bilge; (29) Preserve Main Hold Bilge; (30) GFP Report. Option Items include but are not limited to the following: (1) Welding Repairs, (2) Rig and Inspect Replacement Shaft, Pack Old Shaft; (3) Renew Shaft Covering; (4) Straighten Shaft; (5) Renew Upper Carrier Bearing Assembly and Seals; (6) Preserve and Disinfect Potable Water Tank; (7) Provide Additional Temporary Messing and Berthing; (8) Provide Additional Temporary Logistics; (9) Composite Labor Rate; (10) Laydays. Vessel's homeport is located at 259 High Street, Portland, ME 04106. The vessel is a 65 Foot ?B? Class Harbor Tug. Vessel's availability is for 42 days starting May 5, 2003. This vessel is geographically restricted to the protected waters of cutter?s assigned area of operations and cannot make open water transits. The USCGC SHACKLE?s area of operation is from Eastport, ME to Manomet PT, MA. Orders for U.S. Coast Guard specification reference drawings must be placed within ten (10) days from the solicitation issuance date. There will be a non-refundable charge of $150.00 required in the form of a certified check or money order payable to the U.S. Coast Guard, MLCA, for a set of hard copy drawings. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be provided free of charge. The CD-ROMs) contain WINDOWS compliant raster/vector formats (e.g. *.TIF, *.TIF (group4), *.DWG, and *.DWF, etc.) All other referenced documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, Virginia. Funds are available for this procurement. All Businesses, large and small, are encouraged to submit bids for the subject requirements. This notice is for information purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
