Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This Request for Quotation (DTCG38-03-R-S00002) incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-12. This is an unrestricted procurement. The North American Industry Classification System (NAICS) Code is 333319 and the small business size standard is 500 employees. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The contract will be awarded as a firm fixed-price contract. The USCG intends to negotiate and award the contract on the following Evaluation Criteria: (1) Delivery, (2) Technical Capability of the item to meet the Government’s requirement, (3) Past Performance, and (4) Price. Clin 1, 1 each, COCKPIT PROCEDURES TRAINER with Reconfigurable HH60/HH65 Helicopters. This includes the HH60 Ancillary Systems and Emergency Procedures and the HH65 Ancillary Systems, Emergency Procedures, Full Autoflight and Navigation capabilities; Clin 2, 1 each, COLLECTIVE, CYCLIC, & SEAT HARDWARE; Clin 3, 1 each, AUDIO FILES: ENGINE, SPOOLUP, SHUTDOWN (HH60/HH65). Required delivery is FEBRUARY 13, 2004. Delivery will be made to USCG, Aviation Training Center, 8501 Tanner Williams Road, Mobile, AL 36608. F.O.B. Point will be F.O.B. Destination. Packaging of material is acceptable as long as the packaging is sufficient to prevent damage during shipment and handling. Packaging material shall not consist of popcorn, shredded paper, styrofoam of any type, or peanut style packaging. Inspection and Acceptance shall be performed at ATC Mobile, AL. Anticipated award date is no later than 01 MAY 03. The device manufacturer will perform on-site (AVTRACEN Mobile) testing to ensure delivered system performance is accordance with section 5.0 of the Specification found on the website. All responsible sources may submit a proposal, which shall be considered by the Agency.
