Description
The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Thermo Finnigan for the purchase of three (3) gas isotope ratio mass spectrometers (Delta Plus Advantage Mass Spectrometer). Based on EPA's knowledge of the analytical instrumentation industry, there are features covered in the instrument specifications that may have unique capabilities to particular vendors. These features include: 1) specifications relating to system memory and design of the ion source and vacuum system; 2) the dynamic range of the collector amplifiers must allow for collection of signals over a dynamic range of 5000, corresponding from 10 mV to 50 V; 3) the mass spectrometer must allow for true differential pumping; and 4) and the software must contain documented routines for corrections of measured delta values for 17O isotopomers of CO2, CO, N2O, and SO2. However, any firm believing itself capable of meeting EPA requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
