- Space and Naval Warfare Systems Center, San Diego intends to negotiate a sole-source contract modification with Undersea Sensor Systems, Inc. (USSI) under the existing contract N66001-01-C-5006. This modification will revise the Statement of Work, extend the period of performance of the base period to 19 Dec 2005, and increase the ceiling by $6,387,134, inclusive of options. Authority to process this modification as a sole source action is provided under FAR 6.302-1, Only One Responsible Source. The technical requirements for the Autonomous Sensor Node (ASN) array design have been revised to include auxiliary heading and depth sensors consisting of 15 heading sensors and 3 depth sensors and interface software to integrate system data into the array data stream, an acoustic source for estimating radial distances between hydrophones and magnetometers after deployment, and array-cable heading and depth sensors. In addition to the design changes the modification increases contractor support to include a Government Software Design Review, support for additional array testing, testing in foreign waters, and hardware refurbishment. USSI has reached a point in design and preparation for the production of the ASN array that would result in a substantial duplication of effort and cost as well as time delays to develop technical capabilities should another source be used. It is not expected that these costs could be recovered through competition. This is not a request for proposal and no solicitation is available.
