Description

The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition software upgrades for the LEO CONTROL AND SIMULATION SYSTEM (LCASS), which includes: The Correction of simulation software anomalies that have been identified in currently used software developed by Octant. The proposed contract will be a follow on to two previous purchase orders for similar software upgrades performed by Octant. The proposed contract type is a Firm Fixed Price. The NAICS code is 541511. This requirement is sole sourced to Octant Technologies Inc. It is in the government's best interest to utilize the developer of the software to perform the corrections to the software; to start over with different Commercial off-the-shelf software would result in duplicative costs and program delays. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, clearly showing it's ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which shall be considered by the agency. Award will be made on an all-or-none basis on or about 3 Jul 03.
