Description
The U.S. Army Tank-Automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC) Picatinny Arsenal, NJ has a requirement to improve the producibility and safety of the M4E1 SLAM and to develop M320E1 SLAM Improved Functional Trainer (SIFT.) During this 27- month effort, the contractor shall perform a two-phase effort to enhance safety and producibility of the Improved SLAM. During Phase I, the contractor shall use information contained in a study that was conducted by Alliant Precision Fuze Company LLC, and the existing Technical Data Package (TDP) to develop a concept for a new electronic and mechanical configuration of the Improved SLAM that would satisfy requirements of the Performance Requirement Document. The contractor will work with the Government Integrated Product Team (IPT), in developing the Phase I concept. A Preliminary Design Review (PDR) will be held, where the contractor shall present a concept to the Government for approval and further development in Phase II. In Phase II the contractor shall develop, fabricate, and test the prototype that is based on the approved concept. The contractor shall inspect, Load, Assemble, and Pack (LAP), accept, and deliver the M4E1 prototypes for Production Qualification Test (PQT) that will be conducted by the Government at the conclusion of Phase II. The contractor shall provide technical support to this testing and the following Type Classification activity. Additionally, in Phase II the contractor shall develop, fabricate and test the prototype of the SIFT, M320E1. The M320E1 represents the improvement to the SLAM Explosive Ordnance Disposal (EOD) Trainer, which was developed by the Government. The Government design shall be enhanced to permit the M320E1 to meet requirements of the SIFT PRD. In performing this contract the contractor must pose a SECRET security clearance in order to receive and generate classified material. Attachments to the RFP include material containing restricted distribution statements. In order to obtain access to this ?limited distribution? material, interested parties are to follow the following procedure: A completed AMSTA-AR Form 1350, Technical Data Questionnaire and the signed and approved DD Form 2345, ?Export Controlled Technical Data Agreement? submitted to U.S. Army TACOM-ARDEC, ATTN: AMSTA-AQ?APA, David Etro, Bldg. 10, Picatinny Arsenal, NJ 07806-5000, Telephone (973)724-3975/Fax (973)724-7676. The DD Form 2345 can be obtained at; www.dlis.dla.mil/jcp. At the top of the website page, open ?Documents? on the blue bar. If an offeror does not have a DOD Certification/ Registration Number, the above website provides instructions for submittal of the required information to obtain one. Offerors should note the requirement included in the DD Form 2345 approval process for the submittal of the Company?s State License, Incorporation Certificate, Sales Tax Identification Form or other Documentation, which verifies the legitimacy of the company. Attachments containing restricted markings will not be release until a signed and approved DD Form 2345 is received along with AMSTA-AR Form 1350.
