- The Department of Veterans Affairs Upstate New York VA Healthcare System, (VISN 2) Albany, NY in accordance with FAR 6.302, intends to negotiate on a sole source basis with Veramark Technologies for the procurement of ECAS Base 50 Software and ECAS Model 50 and Model 1000 Upgrades and continued service support to the existing call accounting systems located at the Bath, Canandaigua and Albany NY locations. This notice of intent is not a request for competitive proposals. It is not a solicitation or a request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than April 15, 2003, at 1:00 P.M., Eastern Standard Time. No telephone inquires will be accepted.
