Description

The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Earth Data Network for Education and Scientific Exchange (EDNES) for the development of a Space Weather Re-analysis (SWR) archive and enhancement of NGDC's current Space Physics Interactive Data Resource (SPIDR). This is an international data mirroring project through EDNES working with the World Data Center for Solar Terrestrial Physics Moscow. EDNES developed a proto-type system for access and storage of the SWR data as well as automated mirroring between international sites. The current project enhances that archive by extending it to handle additional data and integrating it with SPIDR technology already in place at NGDC and other sites. Development on this project will include: (1) Enhancement of the SPIDR infrastructure; (2) support for remote mirror sites including China; (3) the collection and addition of new international data sets to support the SWR; (4) Installation of updates and patches; and (5) the development of high resolution archives. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures, under $100K. Because EDNES is upgrading and extending its own product, this notice is for information purposes only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
