Description
This is the SECOND SOURCES SOUGHT NOTICE requesting information needed by the Government prior to release of any potential solicitation. DO NOT RESPOND TO THIS NOTICE IF A RESPONSE WAS SUBMITTED TO THE FIRST NOTICE. PLEASE READ THIS ENTIRE SYNOPSIS. OFFERS MUST RESPOND ONLY TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is not a request for proposals and in no way obligates the Government to award a contract. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) is planning a Direct Conversion with Cost Comparison Study of soil mapping services for various counties in Alabama. These services are currently provided by Government personnel. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. The North American Industry Classification System (NAICS) Code is 541370, "Surveying and Mapping (except Geophysical) Service". Certain tasks to be performed are listed below. The listing is incomplete. Full details of the work requirements will be in the Performance Work Statement included as a part of the solicitation. Major components of the work include updating existing soil mapping, initial soil mapping, map compilation, conducting transects, soil profile descriptions, collecting soil samples, database management and interpretation of data in order to provide soils information to USDA, URCS, staff, Conservation District staffs and other partner agencies. ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS NOTICE. TELEPHONE AND FACSIMILE RESPONSES WILL NOT BE ACCEPTED. All responses from prospective offerors must provide the return email address, mailing address, telephone number, and facsimile number. In addition, please specify the following based on NAICS 541370: (1) Is your business large or small? (2) If small, does your firm qualify as a small, emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If you are a disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation will be released on or about April 25, 2003 and will be made available on the Federal Business Opportunities site.
