- Solicitation Number, SP0450-03-R-3163, LTC03063009502 with 4 NSNS 6850-01-227-8201, 6850-01-117-4487, 6850-01-228-0074 and 6850-01-251-3289, Metal Surface Activator and Cleaner, PRC-Desoto International Inc., Cage Code 92108, Part Number: 222555, SEMCO PASA-JEL 105). Unit polyethylene bottle is one quart, IAW D.O.T.& Mil-Std 129. NSN 6850-01-432-7761, Additive, Thermal Stabilizer, Jet Fuel, Betzdearborn?s P/N: Spec- Aid 8q462, Unit Container contains 280 Gallons, Packaging/Marl/Label IAW D.O.T. & Mil- Std 129 with shelf life marking. All NSNS are Commercial, QAP 251 applies. Solicitation is Unrestricted, Full and Open Competition After Exclusion of Sources, and will result in Indefinite Quantity Contract (IQC) for one year with an option to extend the terms for an additional 4 years. Automated Best Value System (ABVS) applies. The Solicitation will have 9 Line Items for Stock and 4 Lines Items for Direct Vendor Delivery (DVD). The final contract award decision will be based upon a combination of price, past performance and other evaluation factors described in the Solicitation. The Solicitation will issue on 25 April 2003 with a closing date of 09 May 2003.
