- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil mapping services for locations in Ashland and Spooner, Wisconsin. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. The major components of this work include: 1) Completion of the soil survey of Ashland, Bayfield, Douglas and Iron Counties, WI and the progressive mapping of Sawyer County, WI which includes researching all existing information relating to the survey areas; 2) Completion of all initial mapping in Ashland, Douglas, Iron and Sawyer Counties, WI which totals 900,000 acres to include the collecting and analyzing field data on all correlated soils; 3) Completion of all needed documentation to fully correlate Ashland, Bayfield, Douglas, Iron Counties, WI; 4) Completion and verification of all the National Cooperative Soil Survey (NASIS) database for Ashland, Bayfield, Douglas and Iron Counties; 5) Completion of the manuscripts for Ashland, Bayfield, Douglas, and Iron Counties, WI using MO-10 procedures; 6) Completion of all cartographic work in relation to the soil surveys for Ashland, Bayfield, Douglas, Iron and Sawyer Counties, WI and provide digital files to Madison, WI NRCS State Office; 7) Follow-up on technical soil survey requests from the Northwest 10 NRCS field offices. . A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four one-year renewal options. The selection process will utilize the lowest price technically acceptable method. This will be a negotiated contract and oral presentations may be required. Technical and cost proposals are required. Any resulting award will be a firm-fixed price service contract. This solicitation is set-asides for small business. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at that website. Hard copies of the solicitation document will not be available.
