Description
The Maintenance and Logistic Command, Pacific proposes to contract for USCGC Polar Icebreaker Science Systems Support as it relates to the Science Data Network (SDN) currently installed aboard the Coast Guard's Polar Icebreaker fleet. Involved will be both homeport and offshore support of the onboard systems for USCGC HEALY, USCGC POLAR STAR and USCGC POLAR SEA. Also involved will be creation and maintenance in the vessel's homeport of Seattle, WA of a shore-based mock-up of the onboard systems for testing purposes. Anticipated is an indefinite-quantity service contract. The solicitation will be issued pursuant to the Small Business Competitiveness Demonstration Program. This unrestricted negotiated procurement will be conducted using best value procedures. A Request for Proposal (RFP) will be issued on or about 11 December 2002, with a projected closing date of 31 January 2003. Offerors are advised that the solicitation and all associated documents will be available exclusively at the following website: www.eps.gov. Following is a brief outline of the work to be performed: [Provide technical sea-going and shore support for research teams - Keep shared-use equipment in optimal condition through maintenance, repair and calibration - Update or replace shared-use equipment as necessary - Work with other groups to provide specialized equipment support for research teams - Provide training for technicians to support equipment and software - Keep system operating properly during deployment so scientists can perform their work - Provide rapid response to system failure - Maintain reliable and functional use of the SDN - Ensure proper connection and data logging of SDN sensors - Make software and hardware Improvements to the SDN system.] For Women-Owned and Disadvantage Business Enterprises, the Department of Transportation (DOT) Minority, Office of Small and Disadvantaged Business Utilization has programs to assist minority, women-owned and disadvantaged enterprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short-Term Lending Program (STLP) at the prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
