- Description
- The Defense Threat Reduction Agency (DTRA) contracting acitivity proposes to procure, without using full and open competition, an effort entitled "Plasma Radiation Spectroscopic Analysis" whereby Plasma Analyses LTD, a leading expert in spectroscopic analysis of x-rays from plasma radiation sources will analyze the spectra of x-rays produced by DTRA plasma raidiation source (PRS) experiments conducted on the Double-EAGLE, Z and Decade Quad radiation simulators and report the results of these analyses to the x-ray radiation simulator community. The effort also includes similar work to evaluate data from DTRA research on plasma opening switches (POSs). The effort is crucial for meeting program objectives to increase x-ray output and fidelity on these machines. The statutory authority for other than full and open competitin is 10 U.S.C. 2304(c)(1)implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
